Advice from an RA: Call the RA on duty when you hear it. If it’s before quiet hours then there’s not a whole lot that they can do. If you’re the extroverted type you could also go talk to those people yourself, if there’s one thing I learned it’s that disobeying an RA request to be quiet is fighting the power. Disregarding a fellow resident is just being an ass and most people recognize that.
